It becomes <strong>obligatory<\/strong> as soon as the company is exposed to <strong>special hazards<\/strong> or when <strong>in-house skills<\/strong> are insufficient to guarantee effective prevention. This applies both to industry and construction and to services subject to specific risks (electricity, chemicals, handling, machinery, working at height, ATEX environment, night shifts, psychosocial risks, etc.).<br\/>In practical terms, a <strong>structured hazard assessment<\/strong> must determine whether the company can manage on its own, or whether it needs to <strong>call in<\/strong> external experts to design, implement and audit prevention measures.<br\/><a href=\"https:\/\/safetyfirst.ch\/en\/occupational-health-and-safety-cfst-6508-obligations-and-msst-system\/practical-guide-to-building-your-msst-method-examples-ready-to-use-templates\/\">Practical guide: setting up an MSST &gt;<\/a><\/p>\n\n<h3 class=\"wp-block-heading\" id=\"obligations-msst-pour-les-pme-seuils-risques-et-responsabilites-de-lemployeur\">MSST obligations for SMEs: thresholds, risks and employer responsibilities<\/h3>\n\n<p>The employer remains <strong>responsible<\/strong> for the result: protecting the health and safety of employees, demonstrating control of risks and maintaining activity over time. The MSST Directive specifies that the company must be able to <strong>prove<\/strong> that it has put in place an organisation proportionate to its risks. In practice, this translates into:<\/p>\n\n<ul class=\"wp-block-list\">\n<li><strong>Assessing hazards<\/strong>: mapping hazardous situations (operations, workstations, products, facilities, third-party interventions), estimating probability and severity, prioritising.<\/li>\n\n\n\n<li><strong>Plan and document<\/strong>: define <strong>OHS objectives<\/strong>, a <strong>plan of measures<\/strong> (technical, organisational, human), <strong>responsible persons<\/strong> and <strong>timelines<\/strong>.<\/li>\n\n\n\n<li><strong>Train and empower<\/strong>: ensure that each person has the required <strong>skills<\/strong> (consignment\/LOTO, BLS-AED-SRC first aid, fire\/evacuation, PPE, critical procedures), and keep the <strong>training tests<\/strong> up to date.<\/li>\n\n\n\n<li><strong>Implement instructions and operating procedures<\/strong>: clear, accessible, adapted to the field, including for non-routine or outsourced activities.<\/li>\n\n\n\n<li><strong>Monitoring and improving<\/strong>: tracking <strong>indicators<\/strong> (accidents, near misses, audits, overdue actions), conducting <strong>management reviews<\/strong>, correcting, capitalising.<\/li>\n\n\n\n<li><strong>Bring in specialists<\/strong> as soon as necessary: high hazard, major change (new line, new process, new products), <strong>multi-site<\/strong>, or <strong>recurring low signal<\/strong> (repeated incidents, non-conformities, MSD, RPS).<\/li>\n<\/ul>\n\n<p>Quick diagnosis tip: if at least one of these signals is true &#8211; Its mission: <strong>harmonise<\/strong> practices between cantons, ensure <strong>legal consistency<\/strong> and steer <strong>federal inspections<\/strong> in areas that fall within the Confederation&#8217;s remit.
